It is needless to say that the existence or prediction of damage triggers a social movement. But even if there is damage or damage is predicted, a social movement does not often arise, and when movements arise, they do not always follow the same locus. A social movement is influenced not only by a objective condition, but also by a subjective condition relatively independent of it. Therefore, "How a movement should be" has a meaning of its own and the analysis of it is, it can be said, an important theme of the social movement study.
