This may be because they think that lifelong learning is charac terized by spontaneous participation, therefore resisting to evaluation done by others in nature. However, the introduction of other-oriented evaluation will lead to the out-of-school recognition of one's learning, and eventually prepare a way from school-centered society to learning society. In addition, otheroriented evaluation should involve self-evaluation, because one of the important tenets of lifelong learning is that learners should take the initiative in their learning.
